Macau Sees Steady Growth in Gaming Tax Revenue Through First Nine Months of 2025

Macau’s government recorded a solid increase in gaming tax revenue for the first nine months of 2025, according to official data released by the Financial Services Bureau on Friday. The growth reflects the continued recovery of the city’s casino sector, despite seasonal fluctuations and temporary closures caused by severe weather.

Gaming Tax Revenue Climbs Amid Strong Casino Performance

In August, gaming tax intake surged, driven by the best monthly gross gaming revenue (GGR) performance since before the COVID-19 pandemic. However, September saw a noticeable month-on-month decline in GGR, attributed to both seasonal factors and a 33-hour suspension of casino operations due to Super Typhoon Ragasa.

While there is typically a delay between when casino GGR is recorded and when the corresponding taxes are collected, the government’s fiscal intake from gaming continues to be a key contributor to Macau’s public revenue. According to the latest data, gaming taxes accounted for more than 85 percent of the city's total current revenue by the end of September.

Macau Adjusts 2025 GGR Forecast

Earlier this year, Macau’s government lowered its full-year GGR forecast, reflecting a more conservative outlook amid global economic uncertainty and regional tourism trends. Despite this, the city remains on track to meet its adjusted target for gaming tax revenue by year-end.

The 10-year gaming concession system, implemented in January 2023, applies an effective 40 percent tax rate on gross gaming revenue, forming the backbone of Macau’s fiscal structure. The government’s revenue strategy continues to rely heavily on the performance of the casino sector, which has shown resilience and adaptability in a rapidly evolving market.
